- Belongs to Group B40 or M40 with a per capita income of not more than RM1020.00 per month or according to current poverty line (PGK) level; and
- No subsidies for treatment and transportation assistance from any government agencies, private and non-governmental organizations; or
- Recipients of assistance but still requiring aids such as transportation (case by case basis)
